This is the crispy fish roe.

Use the back of a knife to scrape off the fish roe and remove the tendons.

Soy sauce.

Fish sauce (salty, enhances freshness and removes fishy smell), if not available, can be replaced with salt.

Heat oil and pour in the fish roe. Use plenty of oil to prevent sticking and burning. Cook over high heat to set, then reduce to medium-low heat to cook thoroughly.
